“Over 1/3 of Local New Homes Garden Grabbed” - Peter Ainsworth MP

14th June 2007

New statistics show that 37% of new homes in Tandridge are being built on former back gardens.

The figures were revealed as a Conservative Bill to close the planning loophole that defines gardens as brownfield sites comes back to the House of Commons on 15th June 2007.

Under present planning rules, because gardens are classified as brownfield sites – just like a derelict factory or railway siding – they are subject to a presumption in favour of development. This means that it is difficult for local councils to refuse planning permission without the risk that their decision will be overturned by the Planning Inspectorate, which enforces Government planning policy.

The loophole has led to mature family homes being demolished and replaced by apartment blocks and carparks covering the whole footprint of the site – house and garden included.

Peter Ainsworth MP said:

“I fear that the Government is determined to oppose our proposal to stop people’s gardens being built over. This is a major source of concern across East Surrey, leading to loss of green spaces and the wildlife they support, together with more cars and demands on local services. We will keep up the pressure, but meanwhile a great deal of permanent damage is being done to our local environment.”
